RULES FOR THE USE OF VEHICLES IN CONDITIONAL REGISTRATION
SCHEME AND THE ISSUE
OF HISTORIC PLATES
1.0 ELIGIBILITY
1.1
All cycles must be a minimum of 30 years old; the onus of proof of age shall be
with the applicant for Club Plates. However, the final arbitrator shall be the
Club Committee.
1.2 Vehicles
must be as close to original condition as possible, with no alterations except
for safety features (such as turn indicators) or period accessories and options
if desired.
1.3 Plate
applications shall only be considered from current financial members of the
Natureland Classic Motor Cycle Club.
1.4 All
applicants for Club Plates shall familiarise themselves with these Rules and
agree to abide by them, before a Club Official will sign the Vehicle Eligibility
Declaration.
2.0 VEHICLE
ROADWORTHINESS
2.1 A
vehicle operating under the scheme must be declared roadworthy by:
- a Safety Inspection Report (Pink Slip) issued by an
authorised inspection station examiner, OR
- a
Roadworthiness Inspection Certificate issued by an authorised Machine Examiner
of the Club.
3.0 VEHICLE USE
3.1
Vehicles may only be used:
- in Club events organised by the Club as set out on the Club events
calendar, or
- events organised by another club or recognised community organisations,
provided an
official invitation has been received and documented by the Club in the officia minutes,
or the official
'Day Book'.
Vehicles may also be used on a road or road-related area for:
- servicing, within a short distance from their place or garaging, or
- the inspection of the vehicle.

3.2 Any
Club member wishing to use their vehicle for the carriage of persons to or from
a wedding or reception should first check their legal obligation under the
Passenger Transport Act 1990 with the:
Taxi and Hire Car Bureau of the Dept of
Transport, Parramatta on (02) 9689-8888.
The Club must also authorise the use of the vehicle for this
purpose.
3.3 Vehicles must always
display conditional registration number plates and a current registration
label.
The RTA conditional registration permit must be carried at all
times when using the vehicle.
Club name bars may be affixed to the number plate providing the
positioning of the name bar does not obscure the number plate.
4.0
SERVICING OF VEHICLES
4.1
Journeys necessary for the servicing or road testing of cycles may be up to
fifteen miles (24 kms) radius from the point of garaging and are permitted at
any time.
4.2 If a longer journey is
necessary, the member must receive approval from the
Club Registrar
so that the details can be entered in the Club’s
official ‘Day Book’. In his absence, the
member must notify the President, Secretary or Vice President. Details
of time, place and reason
must be properly recorded in the Club Records or ‘Day Book’ by the person
approving the movement.
5.0
RESPONSIBILITY OF PERMIT HOLDERS
5.1 All enquires must be directed to the Club
Registrar.
Club certification of
eligibility is issued in belief that the member's prime intended use is for
NCMCC and other approved outings. The committee retains the right to reconsider
eligibility for the issue or renewal of plates should this cease to be the
case.
5.2 NCMCC certification of
eligibility for Historic Registration will be forfeited:
- upon the
member's resignation from the Club;
- upon the member's failure to
remain a financial member within the meaning of the
constitution of the Club;
- at the directive
of a Club committee decision;
- if a Club
Machine Examiner considers the vehicle has been made unsafe or altered
after it
has been inspected.
In any of these situations, the
plates MUST be returned to the RTA. Failure to do so will result in immediate
notification to the RTA that an ineligible vehicle is being used from your
address.
6.0
ANNUAL VEHICLE INSPECTION
6.1 The Natureland Classic Motor Cycle Club
has been granted approval by the Roads and Traffic
Authority of New South Wales to
supply their own approved Club Inspectors (Machine
Examiners). Such inspectors
are the only Club persons authorised to
inspect the vehicle for
roadworthiness and sign the Safe Vehicle Declaration
(Paragraph 3 of the RTA Historic Vehicle
Declaration form). A list of these approved inspectors can be obtained from the
Club Registrar
and is also posted on our website.
Alternatively a Pink Slip
inspection may be obtained as stated in Section 2.1.
6.2 All vehicles must
undergo an annual inspection, and unregistered vehicles must be trailored to and
from inspection. The NCMCC Motorcycle Roadworthiness Inspection Certificate and
the Historic Plate Record Sheet must be completed, signed and returned to the
Club Registrar.
6.3 Frame and engine
numbers will form part of the identification of a vehicle issued with Historic
Plates - any change must be notified in writing to the Club Registrar.
6.4 An Official of the
Club must sight the vehicle and declare its eligibility under the criteria set
by the club. The Official shall be the Club Registrar or one of the approved
Machine Examiners.
7.0
INSURANCE REQUIREMENTS
7.1 It is strongly
recommended that comprehensive insurance be obtained for your bike. Several
companies provide comprehensive insurance for Historic Vehicles at very
reasonable rates.
